Msg files and japanese symbols

I got myself in a bit of a pickle people. So basically msg files in Pingu no Waku Waku carnival have all the script in it. I'm trying to make a translation and I thought someone here would know something about errors like this. The msg files when opened in notepad can't use the Japanese symbols and replace it with a bunch of weird symbols. Got any suggestions?

Wait never mind... I think the text was in bin files.
