Hey, I am looking for text table finding/making software for SNES and or NES games.  I did find this utility https://www.romhacking.net/utilities/216/  But I haven't been able to find text in the games I was wanting to edit yet.  I am not 100% sure of the process, but I think first I am looking for the letters in the sprite editor, then mark where they are found and change the pointers in game.  Any help would be appreciated, thank you :)

You're probably the first person to mention that utility in a long time. I kind of doubt it's useful for much.

Anyway, not sure what made you think this was going to be easy.  How about starting with:

I have read a few of these beginner guides, however they are grossly out of date with dead links and software for very old systems, the majority are from 1998-2001 it seems. Would my best bet be getting a virtual machine of one of these old operating systems?

Well, it's not like SNES games and NES games are continuing to evolve, are they?

Care to elaborate? Maybe someone should fix those.

Most DOS programs will run quite adequately in DOSBox; there is little need for a full virtual machine.

The specific Issue I have had with several of the applications is they don't launch on my desktop, or are missing dependencies from versions of visual basic that are no longer available.  I've found a few various tools that do launch and seem to work, but there are several roles I am still trying to fill.  I am looking for a type of tool that can make text tables, I have seen there are a lot of them, but they all struggle with the visual basic dependency issue so far.

Vehek

Text tables are very simple. They're just text files with entries like this:
30=A
31=B
32=C
(etc.)
But if you want a graphical interface, I prefer Oriton.
I don't have any recommendations for hex editors with table file support; I just have WindHex for viewing. It has some other basic hacking functions that may be useful if you don't want to use dedicated tools for those purposes, like table making and relative search.
Monkey-moore is one such dedicated relative-search tool.

Thank you Vehek, understanding this helps a lot, and I did find a guide for sussing it out without a tool.   Tables for Dummies

It is a bit GBA and DS focused on the pointers side of things but if you wanted another intro to such things then I do have one as part of
https://www.romhacking.net/forum/index.php?topic=14708.0.
https://gbatemp.net/download/gba-and-ds-rom-hacking-guide.33419/ for a current download.

It will use some of the more modern tools than DOS and VB6 runtimes stuff some other things go through, though I would say the runtimes are still available (bit of a pig to install but available) and in scenarios like this adapting things to a new tool might take a bit of time but will grant greater understanding of the reasons why.

I agree that is far from ideal, but surely Google informed you that you are not the first person to encounter this obstacle? It is far from insurmountable – certainly, with less difficulty than installing a virtual machine.

You might want to take a look at a short series of videos I made here.

This video also goes through using relative searching to find and dump text for a script with kanji from start to finish.
