I'm not sure you understood the question? As noted above, web-based javascript tools for patching already exist, and many emulators have built-in support for soft patching already. The OP appears to be concerned with tools for creating patches and hacking ROMs in the first place.

Literally banging my head into a wall in frustration because the romhacking community hasn't moved to Android even though it's over 10 yeaars old now!

You can barely access and write to external hdds on android.alao you can't drag and move items like on windows..
