Help converting .dat and raw texture files to png

I'm modding the 3ds version of puyo puyo tetris and there's some files i don't know how to convert to png so i can edit(i know what they have because of the name/pc version). Here are some examples in the link below

when i ttried, it said that any of the plugins could open the files.

Open Kuriimu2 > Tools > Raw Image Editor > Open file puyo_aqua.dat > set 512, 214, 16, RGB4444, 0, RGBA8888, 3DS.
It's your start point.

Any raw editor with support to RGBA4444 and Swizzle
