Tales of Phantasia SNES - Upper vs Lower case?

I've tried both patches, and it seems like both of the translations use both upper-case and lower-case letters throughout the game. I know it's a silly question, but what am I missing here? They both seem the same.

If I remember the only difference was the battle/menu font.

I think UPPER used the original English characters in the font, while Lower replaced it with the Chicago font ripped from FF3.
