You should first check out the game-specific pages on RHDN:
- Double Dragon (NES)
- Double Dragon (Gen/MD)

It seems like there is no Double Dragon specific level editor, so that will probably be a difficult task. Changing the palette should be easier.

I would recommend watching a view ROM hacking tutorials:
- John Riggs doing a small Super Mario Bros (NES) hack - just the first 3 videos
- HD Retrovision going thoroughly into SNES and Genesis ROM hacking

And of course the Getting Started thread in the forums.

MUGEN has its own editor for palette changing and character creation, doesn't it? If you're only familiar with that, then perhaps you should take a deep breath and ask yourself just how committed you are to this.

without a doubt double dragon is a very special game in my experience it is a unfortunate timeless classic there are not many hack or editors as there are for other games, I recommend double dragon 2 which is more polished yychr or tile molester to edit the sprites that luckily They are not compressed! the levels scenarios and you will have to work more in depth, maybe the nes screen tool will help you in this last. luck no longer be discouraged
