Placeholder voice for Draco in FFVI Advance Sound Restoration US?

I've recently started playing v2.1 of the Final Fantasy VI Advance Sound Restoration hack. I didn't really want the acoustic track for the opera, so I played the US version.

I just got to the opera. The first character to sing is Draco. And so help me, instead of being a faithful replica of the SNES voice, it is quite obviously a dude without voice training vocalizing "Nuhhhhhhhhhhh, nuh-nuh-nuhhhhhhhh" into a headset mic.

My best guess here is that all the creator's focus was on the orchestra mix for the European ROM, and maybe he recorded himself singing to test some things, and accidentally left it in the US and JP versions without playing that far through the game? Or maybe there was some huge technical obstacle to duplicating the voices. But I played part of the way through earlier versions of this hack years ago, and I could swear I had normal SNES voices here then.

Am I crazy? Has anyone else noticed this? Should I just switch to the EU ROM?
