Translating Nekketsu! Street Basket: Ganbare Dunk Heroes

I am trying to translate Nekketsu! Street Basket: Ganbare Dunk Heroes, and the first part of this is translating the main text. I have replaced all of the Japanese tiles with English tiles as can be seen from the images below.

I then went on to translate all of the dialogue in the opening sequence, and the first line was (partially) translated because, instead of displaying it as Shikai: "Downtown Qui, it instead displays it as Shhkah: "Dounroun Quh.
Unlike other Famicom games which transpose the Japanese tiles in their JIS X 0201 (or a different) layout, this game transposes them in their Shift JIS layout. This means that, for example, the ga tile (tile 3C) will display as a ka tile (tile 3B) with a dakuten tile (tile 0C) above it, instead of displaying the intended tile. With these tiles replaced, it will now display K instead of L.

How can I get the game to display the intended tiles?
