Does anyone know how to extract the text files for this game and repack them just to translate some of the essential text to be able to play multiplayer?

Extracting the "text files" will likely require the same amount of difficult and tedious reverse-engineering as any other hack.

Why don't you start by saying what platform this game is for? Is there something similar that has been done already that makes you think this would be easy?

well, it's a ps1 game, and i see a lot of translations for ps1 games :s
