I want to change the damage system in Super Mario World(all stars version) the damage system is
Cape/Fire/Super Mario>Small Mario
I want it to be
Cape/Fire/>Super Mario>Small Mario
how do I change it?

If there isn't already a patch that can make that change, then hacking the ROM yourself is not trivial.

You know the GBA version already works like that, right?

That is a patch that already exists.
Look for it on Super Mario World Central.

I am aware the GBA version works like that I was playing it on the Wii with the VBA emulator and the game was really laggy kind of but the all-stars version runs well so I was gonna edit the damage system but then I tried playing the GBA version on ps3 and it ran well

there are at least 2 patches from SMW Central that produce the desired damage system from SMA2 (just search the SMW patches section with the keyword "powerdown" - without the quotes)
