When download hacks they are in zipped file but I need them to be in an NES ROM so I can play it.
Can I change this?

Not really. The files in these .zips aren't ROMs but the changes to them. They're patches. You need to unzip the file, then use a patching utility (like Lunar IPS, FLIPS, or Unipatcher) to patch a .nes ROM. Then, you play the patched ROM in an emulator.

You unzip them the same way you unzip any of the other billion zip files on the Internet. Have you never seen a zip file before?

WinZip, WinRAR, and 7zip all provide both options (zipping and unzipping). Sometimes, it's called "extracting".
