SNES Street Fighter II WW: weird mode. More info?

If you go into the options menu and press start to return to the main menu 27 times you get a weird mode with no sound, no HUD, no timer, player 2 (cpu) has infinite health (you can't see it, there's no hud), but you have normal health. After you die the game freezes and you have to press reset. It's shown here https://youtu.be/b6jhbWyY9C0?t=82

My question is, is this a bug or is it a deliberate hidden function and either way: why? Does anyone know more about this?

Doesn't sound that unusual, really.  It's the sort of thing that happens in coding all the time.  Going into the Options menu probably allocates some RAM for something or other, and that RAM isn't properly freed when returning to the main menu, such that if you do it enough times the program cannot allocate RAM anymore for other functions, and so strange things start happening.

It looks like the routine which occurs after you beat the game in highest defficult...

You see also a special ending without health bar and so on...

I think I remember this code from somewhere. Probably an issue of EGM.
