Help on translating Mario Kart Advance.

Ok, I want to translate Mario Kart: Super Circuit into a specific language (not English). I opened the ROM (European version) into a tile editor and found only the characters' graphics. What program shall I use to decompress graphics and edit them? Oh, and at what address they are located?
