Does anyone know how to change/modify sprites and palettes in NES games? Is there any tools I can use?
I'm not super proficient at hex editing files, but is that what I will have to do?

Try using tile layer pro to edit the graphics, pallets needs another programs which I'm not aware of.

Palettes are small enough that you would usually search through hex, I think. (open PPU Viewer in emulator, note palette data, search for matching data in ROM)

Speaking of tools, my new favourite is YY-CHR (which you can also find here).

However, how to edit sprites (and palettes) may vary depending on the game. Games that use CHR-RAM often have their sprites compressed.
In that case, you will have to know a bit more than just hex editing.
