How to uncompress a .RAF file?

I have been trying to toy with Super Robot Wars Alpha Gaiden (PSX game) lately and encountered a .RAF file within the .bin file. As I have learnt, it seems that the .RAF file is compressed. Is there a specific tool out there that deal with this type of files?
