SMB Utility Piranha Plants/Pipes

How can I edit which pipes have piranha plants?

How come I can only spawn them outside pipes and can't edit the ones that spawn in pipes? They don't even show up on the enemy spawn list.

I think I figured out my issue from what I've gathered, I might be wrong. It seems Piranha plants spawn in every pipe in the game after level 1-1.
