Any Streets of Rage Level Editor or anything of the kind?

 Exists any editor to Streets of Rage like the Sonic The Hedgehog editor?

For the most part all we have are character editors, and sound tweaking stuff for 2 and 3.

That said have you looked at something like Beats of Rage or one of the many fan games (Streets of Rage Remake is not bad if you can find it), the former is basically a fighting game maker in the streets of rage style (think M.U.G.E.N. but for beat 'em ups rather than conventional fighting games).
