I was wondering if anybody thinks it is possible to remove the AI opponent screen from the bottom so you could see just your screen like in the other games? I searched around the net and surprisingly it looks like nobody ever tried to make one. If there was anything to hate about the first game it would be that in an otherwise perfect racer.

Probably not a simple task.
I'm not sure if removing the second screen would be an huge problem (for an ASM hacker) but surely you'd have to redraw the graphics to the appropriate aspect ratio as well as change the collision detection and such?

I have made a cheat hack at one time to keep the second screen always in pitstop mode, which increases the fps on screen 1 considerably, but it was glitchy as I suck at hacking for the SNES so I discarded it. This would be a great hack to have! The FPS would be much better in single player mode.

If nobody has tried up until now, perhaps it's not so surprising: I think it would be rather difficult. If you had the original source code, it'd probably be easier, but old 2D games aren't like modern 3D ones, you'd have to draw the extra stuff that isn't normally drawn. I know I wouldn't want to try, I wouldn't know where to begin.
