Build a hitbox viewer

I would like to learn how to build hitbox viewer for fighting games. I have over a decade or professional programming experience in Python and C++ so programming isn't an issue, and I'm not opposed to learning a new language. I know about GuidedHacking.com, but they seem to be more geared to making cheats. Can someone point me in the right direction to learn this?

You're unlikely to find a technique that can be swiftly applied to any arbitrary game.  Are you looking at something specific? 
This depresses me. I feel like a goldfish right now...

I would like to learn with Ranma ½: Chougi Rambuhen for the SFC and take the techniques I learned from that project and apply it to new ones.

Well, the next thing to do would be to look around and see what else has been done.

A wee bit of Googling turns up some work that has been done in the arcade version(s) of SFII.

You'll notice that first link uses Lua scripts.  Lua scripting has been used to very interesting effects in NES emulators, but I haven't seen videos of people doing anything quite so fancy with SNES emulators.  Nonetheless, Lua scripts in SNES emulators are apparently a thing.

Needless to say, you'll also probably need a SNES emulator with debugging functions.

If you are gearing towards general cases, I totally suggest you learn about MUGEN, the fighting game engine. It won't take much time of your life and you will get the grip of most stuff in a week or so.

Mugen archive is a great place for fetching everything you need. Search for Fighter Factory (3.0+), you will not regret. ;)
