How can I read ROMs

I just got a ROM hack of "Super Mario Bros." but the files are in "ips" and I don't know how to read them . Could you help me ?

IPS is not a ROM format. It is a format used for patches. We make patches because they are smaller and mean lawyers don't come after us like would happen if full ROMs were distributed.

You need an IPS patching tool and the version of the ROM your given patch wants (the readme should say)
