Hi I,d like know, Is there any utility that can convert VBA (pc emu) named cheat file (.clt)
into My Boy! (android emu) cheat file named (.cht)

MyBoy is Android, so RetroArch is your answer as you can download cheat files that work for all it's GBA emulators (the two notable ones are VBA-M and mGBA).   You'll be spending some time in config first though.  Get it on your PC and just about everything is exchangable between the two.

I didn't even know cheat files were different between emulators though, mostly because cheats don't happen too often from me.

I you don't want to go to the hassle of setting up RetroArch you could look up the game on Gamehacking.org instead. Select the codes you want, then just hit Download Codes near the top of the page (it's small and blends in a bit so it could be easy to miss at first).

Make sure you choose libretro for the format. That'll give you a .cht file.

Thanks for the reply Chronosplit, but noticed that the Mgba .cht format is different than
the My Boy! . cht format.  I was not able create the cheat file compatible with My Boy!

thanks for the input gravity, but the format appears to be different  For example SSF2 Turbo revival .cht file has the following format which works with my boy!
