In this video I saw that the SUPER MARIO BROS. sign is glowing on the title screen.

How can I make it hexadecimally? (I've always wanted to know it.)

Looks like he just changed the title screen attribute tables to use the "coin" palette (which animates) instead of the usual brown palette.

I don't know offhand where the attributes are stored, but if you check the disassembly (available on this site) you might be able to piece it together.
