Expanding Kaijuu Monogatari For Patch

The English translation patch for Kaijuu Monogatari, according to the page on this site, states that the ROM needs to be expanded from 256KB to 384KB.  The author of the patch says to use DvD's ROM Expander which he includes in the download itself.  Unfortunately, that file doesn't seem to work and when I've tried downloading the utility elsewhere, another issue prevents it from running.  Does anyone explain how to expand the file properly, or what is wrong with the utility?  Also, isn't there two types of memory in NES games?  How do I ascertain which one to expand, or if both need too?  Thanks.
