[El-Kasei]

I have at least 2 games I'd want to see translated, but for now can somebody help me out on translating this one game called Doukyuusei?
It's a classic dating sim released in 1992 by now-defunct company ELF.
My problem is that whenever I try to hex edit it, I can't make sense of the code even if it is on the right encoding (Shift-JIS), so I can't do it myself

If anyone is experienced in hacking and wants to help me please let me know.
