PSP LivePatch question (for FF1 PSP)

I am trying to patch a "no encounters" patch to Final Fantasy 1 using the LivePatch tool.  I determined via PPSSPP that the encounter rates start at memory address 0x8945654. There are six zones, each with 0x20 bytes, so I tried to put a bunch of zeros for 0xC0 bytes(0x20 * 6), hopefully forcing no random encounters.

I'm being told, however, that the PSP crashes instead!

Can anyone take a look at this and tell me what I'm doing incorrectly, please?

Afaik LivePatch can only patch things that are on the decrypted EBOOT executable. Is that the case? If it isn't, you should consider doing cwcheat codes instead.

Edit: You are using 0x8945674 in the patch, but you say they start at address 0x8945654.
