It's kinda hard to get in contact with authors to see if you can finish their old hacks, especially from the late 90's and early 2000's as long as you give credit to the original authors. So to get the dice rolling I'll take it upon myself to finish Toma-Chan's Luigi Bros. This hack hasn't been touched since 1999 and it'll be cool to see it complete, since World 1 is done. So what hacks that are not finished you'd like to see finished? Hopefully people will step up and get inspired to finish unfinished hacks. Especially with today's modern tools.
