Edit Megaman 8/Rockman 8 PAC sound files

Greetings, I'm in a proyect undubbing Megaman 8 for PSX and previously I asked for reinsert larger files in a PSX ISO.

Since it can't insert larger than the original files due to estrict structure that have the game, the only option is to modify the sound files that are packaged in a PAC file extention, according to reduce the size.

seeing them in a hex editor it's seen to have similarities with XA files.

now to put this to the test
How do I convert a .wav file to XA?
