What am I doing wrong??

Okay, so I'm new at ROM hacking. I'm trying to hack Pokémon - Fire Red (U)
When I download the files needed from this site and try open them, an error occurs and the file won't open.
I'm using WinRAR (64-bit) to extract the files.
Any help at all would be very, very appreciated.

-get a comdlg32.ocx
-paste it in System32 folder
-run app as administrator

Yes, you can get it from https://support.microsoft.com/en-us/kb/896559 or http://devonenote.com/2010/02/register-comdlg32-ocx-on-x64-win7/ .  In 64-bit versions of Windows it has to go into SysWOW64.
