The hack i'm working on is still kind of a practice session while I work through the tutorial docs, but here's a list of stuff that I want to implement eventually when my skills are better.

Day/Night cycles (Pallete swapping on a timer)
Modified enemy placements depending on Day/Night
Adding enemies from newer Zelda games
Bonus Dungeons
New Puzzles
Multiplayer (Possibly with gender choice and/or character select)
Adding an arrow counter and getting the bow to use it.

So do I need either of these? because im not entirely sure what the optimization patch does, and I dont know exactly how to take advantage of MMC5 or whether its necessary for this.

If you don't know how to take advantage of the MMC5, then you probably don't need it, I'd guess.

Mapper hacks are kind of weird... because if you have enough knowledge to gain any use from them, you'd be able to easily make them on your own.  So really there isn't much value in premade mapper hacks.

Kind of pointless actually. If no features are added that take advantage of the upgraded mapper then they are basically doing nothing. It makes about as much sense as hacking graphics into a game that are never used or expanding a ROM and then making no use of the expanded area. They have no effect on gameplay whatsoever, let alone a noticeable one.
