Hi

Is there a tool that lets me view WRAM & ROM contents as a Screen Map, preferably in an emulator. I know VSNES and I can view tiles in WRAM&ROM but I can't find any option to view screen maps.
Also one that lets you view WRAM contents with DMA mode offsets.

Is there a SNES emulator with a full monitor built in?

The best tool for that is BGMAPPER. Unfortunately is is not embedded into an emulator - rather you should take a ZSNES save state at the moment you want to observe, and open the save state in BGMAPPER.

Another tool is BSNES debug (2009), it's not nearly as complete and is outdated since the release of Higan - which unfortunately dropped support for debug features.

Also unfortunately it is DOS and won't work on Win 8.1/10 I remember it from back in the day though, was great tool.

Hasn't been updated in a while, but I plan to continue working on it pretty soon.

Just use DOSBox.
