Adjusting weapon energy values in Rockman 3

Hi all,

I'm new to romhacking and using Mega FLE X to put together an MM3 hack. There's a lot of complicated things I've seen in other romhacks that I don't know how to do and am content skipping or working around for now -- things like updated boss AI or unique special weapons. What I'd like to be able to do, though, is change the weapon energy usage so some weapons use less or more ammo to reflect some damage values I'm changing.

Mega FLE X lets me adjust damage output per enemy, but I can't find anything in the program that would let me have 28 magnet shots instead of 14, for example. If anyone who's done a Mega Man hack can point me in the right direction, I'd appreciate it!
