Fire Emblem The Sacred Stones - accessing the Transfer Data menu

Is there any way to make this appear? It's lost to time and localization, enabled only by a promotion in Japan. (actually I haven't found enough info on the event to be 100% certain it used this menu)

USA FE7 owners got very lucky as the Double Dash bonus disc never expires. :angel:
