Having troubles with psx_vram (newbie)

So I'm not a hacker but I'm making a fan game that requires a few resources from Suikoden 2 that haven't been ripped yet as far as I can find. (Got most of what I needed from the spriters resource.) I've managed to get the rom running fine on epsxe and gotten to the first spot I want to rip the tile set from at the start of the game. I saved state (F1) copied the save to another folder, renamed it to "something.7z" extracted and dragged the file into vram.

As you can see in this image, first there's no screen shot, which apparently isn't a bad thing, but all the tiles are very stretched or squished and the colors are wrong. I'm assuming that it didn't extract the palettes for whatever reason because using the arrow keys does nothing. Now I'm mostly just going off of tutorials I found so my trouble shooting skills are sub par. Does anyone know what I'm doing wrong here?
