Editing a Mortal Kombat II rom for SNES

Hi. I just have made Pokemon games hack roms. I don't know if hacking other roms is the same (or for the way I want).
I just want to take the Mortal Kombat II rom and change the sprites of the characters. Is there some program that allow me to do that?

It's not nearly as easy as hacking Pokemon, that's for sure.  You'd be pretty much starting from scratch.
