Questions about pokemon rom hacking

I'm relatively new to rom hacking, transitioning from pokemon essentials, And I have a few questions.

Can you change it to where you can also choose if your rival can be a boy or a girl?

Also, can you make two different endings for the game?

I know there is a gameshark code to capture trainer pokemon, but if you were making a game mechanic where you could, would it be possible through rom hacking to give your trainer the ability to steal other trainer pokemon while in battle? And with that being said, could you restrict the capturing of certain ones?
