It's mostly done in Photoshop CC 2015, which has possibly one of the best lookup methods for palette indexing. Minor edits have been made with Paint Shop Pro 7.

Here is the portrait ingame, I had to crop it to fit in at the ideal size for AOS portraits but it still came out looking great.





Also I'm doing a gameplay video for the hack later on today so stay tuned everyone. ;)

That looks very good
If there's gonna be more manual tweaks done, I would suggest trying to remove the sword... It doesn't look that difficult to recreate what's beneath.

Ok here is the official hack release eveyone!

Just wanted to let everyone know that I am going to be releasing some updates for this hack at a later date, the thing is that I recently learned how to palette hack correctly and as such I feel I can go back and correctly import some of the sprites I added to the game, the thing is that if you have the correct palette swapped and loaded ingame beforehand then once you add new sprites they will show up as they where intended to, my problem was that since I did not know how to get the correct palette address of the sprites i as importing I instead edited the existing palette to closely resemble the intended one, I can now get a much better result with my new tools and knowledge for palette hacking so expect some updates for those sprites at a later date, also be sure to stick around for the end of the video for a preview of my newest hack.

Ok here is a new version of the future Alucard hack that fixes some of the palettes of the Devil form,Demon Familiar,Sword Familar,and Faerie Familiar to their original intended color and also adds the new ability to transform into the Gas Cloud from SOTN or more accurately the Sega Saturn version of Gas Cloud.

That Alucard DOS hack looks pretty nice!

I like this hack and the new look of Alucard, but I would like the walking animation to be smoother just like Soma's.
