When's the best time to submit a file?

A bit of an unusual question, perhaps, but I'd like to know when the best times to submit a file are.  From personal experience, I tried submitting a file at 11 PM-ish CST last night and it went through just fine, but it's presently 9:35 PM CST and I keep getting "queue closed" errors whenever I try to submit anything. It'd be great if someone could help me out, it'd take out a lot of the guesswork as to whether someone will be available to handle submissions or not.

Due to an over-abundance of submissions, the queue is closed until it gets sorted out.
Current Projects: On hold indefinitely.

I'd just like to know where he finds all of those translations, hacks, etc.

There's been a big issue lately with quality vs. quantity. I've seen a huge number of pointless submissions, and lots of things that don't belong here being approved, presumably because the staff can't scrutinize the submissions given the volume. It's great that people want to contribute, but it's frustrating when it's done without discretion.

Personally, i think the staff should get rid of unfinished hacks and unfinished translations to games that have already been translated to english.

A lot(though not all because of things slipping through the cracks and whatnot) of our unfinished hacks are from before RHDN existed, from the old Whirlpool database. They've been grandfathered in, and will not be removed.

The queue is open again with a per user max limit of 10 unapproved submissions, and a global limit of 50 total unapproved submissions.

I've thought about removing those old dead Whirlpool patches for games that have subsequently been translated by someone else. But there's just no real policy for that. Why remove them? Because they're useless? As soon as you start labeling things 'useless' and removing, that's a dangerous slope where we all are bound to heavily disagree on.

The only grounds for a sound policy change would be if we only allow complete translations. That was an unpopular idea in the past. Many find much value in partial patches (especially if no full patch exists). Then there's that huge grey area of what constitutes 'complete', which we have debating some in past years. Eh, no thank you to that.
