What does fanmade games mean? Pirated games? I never really understood what fanmade means. Also, is it illegal?

I think they are technically illegal as their creation would break a few copyright laws, but no one really seems to give a shit. it's kinda like fanfiction in that respect.

^lucky thing the last two bosses in the series that tributes are public domain characters, but I'm sure they could have gotten creative on that end if need be.
