decompile psx C code?

Since psx games are made in C, is there a way you can decompile it?

Decompilation is always possible. But the quality of the result varies. For c and other languages that are compiled to native code the quality is usually pretty bad. A lot of semantic information is lost in the compilation process and optimizations aren't exactly helpful either.

REC could do the task.

You mean this:
Would I like decompile the ISO or bin? Or some file in the bin|iso? If so, what file?

Pretty sure REC is broken as hell. It is supposed to read and parse the PS-X EXE header, yet when you try and load it the program goes straight to binary mode.
