Not a bug. Anna was never able to equip it, in any version of the game. It looks like my appendices are wrong, sorry.

I was made aware of a bug wherein Shir learns Gires for field use at LV 25, but doesn't learn it in battle until LV 28. I'm unable to fix this at the moment due to not having my project files, and don't foresee gaining access to them at any time in the near future.

I just tested myself by leveling Shir from LV1, and this bug doesn't seem to exist. 4.4 is fine as of now. Please report if you get it.
