Playing as Kafei in Majora's Mask 64?!

Apparently there was this rumor floating around the web that said you could do it not only in South Clock Town, but everywhere! (I'm talking about Project 64 and Gameshark, by the way). http://www.emutalk.net/threads/28862-Play-as-Kafei-(MM)?s=84a00df28b8e9cdaa58a571cbd841711 claims you need a save state of just before playing as our purple-haired hero, but I dunno... Little help here?

Refer to the stacks of actor mod documents.  There was also a project to allow you to pretty much play as anything wrapped into the multiplayer OoT project.  Can't say how much code was released from it though.
