Very need help to translate Professor Layton 1

Hi guys. I'm from Russia and I'm with a group of people translate this game on Russian language. The problem is this: we need to translate to unpack and pack files from folder ani. Unpacker/packer graphics from the folder bg we completed 100%. Dear programmers, could you help us to create a program packing/unpacking files .arc of folder Ani.

No, don't work. In rom this file is not archive. This file hes himself packing  system. We need programmer, who can analise this .arc files.

It's still an archive, even if it is a custom format. It is not an unknown format. Tinke supports it.

Yes, tinke can extract images from those archives, but can't pack back to those archives.
The problem is that the import button dont work (or no button) in tinke, but export(save image or animation) button work correctly.
