Well... the FF hack in this update did it, so... that might save time.

Wario Land SNES is very disappointing. Throw blocks instead of dashing through them? SMW power-ups instead of Warioland powerups? Can't hold enemies above your head? (there's a patch for that). Also all levels can be accessed at the start. Was that intentional?
Its nice to see a color version of one of my favorite GB games but the limitations of SMW held this back.

Darkwing Duck with Streets of Rage 2 music? That's rare.
Are you talking about that npc with sheeps that sometimes appears on the overworld?
S/he doesn't have anything to do about it. I was talking about an NPC that is located in the Waterfall caves, but outside of the caves themselves, in the area where you access the three caves. He's near a shell save point, and he asks to join you, and you need to say yes an then explore the left cave.
I'll try to answer in the spoilers:
If you're talking about the caves that are behind the waterfalls, you need to talk first to an NPC that is outside the caves and ask to join you, and then explore the cave that is located to the west (the one on the left as there are three, one for each waterfall) and find someone which needs your help.
After some events, he will aid you with boulders. You can now explore the other caves and get everything in them.
