I really need a tool to pack/unpack .bin and .dat file of ps1 games, I used everything on internet but I still don't have a good tool

Hi guys

I'm working on Granturismo2 ps1 game files and it has a stream.dat file that holds all videos of game, I'm trying to unpack and change some video of it but when pack it, it doesn't work, anybody has a idea about pack and unpacking of such this file?
