Title: Legend of Zelda NES - Level Stairway Softlock Issues

I am unable to figure out how to move which rooms that stairs are in. Whenever I use a room with a stair anywhere other than the original placement, the game softlocks when I walk onto the stair.
Does anyone know how to fix this?

So what you are trying to change is which room the stairs will be leading to, is that correct?

Can you tell me where exactly in the ROM the data you were editing is located?

I actually was able to figure out where to make the stairs send you (starting from the OG stair points). I'm having difficulty changing where they start from.
I've been using this ROM map: https://datacrystal.romhacking.net/wiki/The_Legend_of_Zelda:ROM_map
But it doesn't have the location for the dungeon stair origins.
The Values that I've been changing are for the room types, not the stair data. There are room types with stairs in them, but the stairs don't work, even if I use the exact same room type as one of the original stair rooms.

Nvm, I found a program called Dungeon Master (http://www.romhacking.net/utilities/605/).
It is really easy to use, but it edits the ROM as if I was doing it directly.
