How do I hack the text of Street Fighter Alpha 1 and 2? Which rom is it that holds the data for the text?

One thing you might have to do is use documented methods such as Relative Searching on each of the files to see if any come up.

However, even if you do, you might have trouble running hacks since MAME has protection to prevent anything but whatever version you currently using defines as "good" (and by extension, unhacked) ROM sets.

As those are CPS2 games, any kind of hacking will be quite impossible unless you decrypt the ROMs first.  And I don't think MAME will work with decrypted ROMs, so you'd have to re-encrypt them after making changes.  If no one has done this before, then you have an uphill battle ahead.
