Did you look at the readme (https://www.romhacking.net/translations/psx/patches/2183readme.txt)?  Did you see the link to http://www.daemonology.net/bsdiff/ ?

Yes i did look at the readme, but i don't understand how to use bsdiff. There is a download for bsdiff-4.3.tar.gz, but what do i do with:

bsdiff.1
bsdiff.c
bspatch.1
bspatch.c
Makefile

inside of it? It's not described in the readme :/

Looks like patcher sources to me, not the patch itself.

Guys can anyone please make a good guide to apply this patch? how the hell am i supposed to do it properly?
im going with cmd into the directory where the bspatch, ff7.bin and the patch itself is. im typing bspatch FF7-1.bin FF7-neu-1.bin disc1.bspatch
a black window pops up for a few seconds but nothing happens afterwards.???

ok i did it now. my problem was, that i used a 32 bit bspatch, while my operating system is a 64 bit. i downloaded the 64 bit version and it worked fine.
