You might get help from the Smashboards website, but I’m not sure.

There's a bunch of N64 tools in the Utilities section on this site if you want to check them out.

You can try sending a PM to Zoinkity, he’s pretty good on the N64 stuff. He might know the tools that you’ll need to modify the ROM.

I know one thing you'll need to do to the ROM if you want to add all that stuff to it, you’ll have to increase the memory space of the ROM from 16MB to 64MB.

Another thing you should do to your hack is restore the original Attack and Beam Sword sound effects from the Japanese ROM back to the American ROM.

Are you planning to add the other two characters that Sakurai wanted to add to the original game but couldn't because of time constraints?: King Dedede and Mewtwo

Are you also planning to restore the Final Smashes that he wanted to add to the original game but couldn't because of time constraints as well?

Thank you for your comment and your help, but i think i wouldn't add King Dedede, my hack is BASED on Project M, not totally it, but Mewtwo... i will try it, and if i can, i will improve final smashes :D

Have you seen any examples that suggest someone has managed to do something other than a "texture hack or model replacing" with SSB64?

There are bazillions upon bazillions of fans of this game, after all.  This is one of those cases where if something hasn't been done by now, odds are it's beyond extraordinarily difficult and there probably aren't any tools that are particularly useful.
