Title: Looking for a specific Sprite editor (Tile Editor) for NES main menus

I'm looking to see if there is a sprite (tile) editor that let's me do the following:

I want to be able to have for example a japanese main menu screen that's 2x8 tiles, meaning there's 2 rows of 8 tiles that make up the main menu screen. Reviewing the tiles within tile layer pro, I see that they are jumbled (not next to each other, so it's harder to edit each tile if there's a mistake or misalignment. I'd like to see if there's a software package, that let's me view blank tiles and then edit them all without having to edit one tile at a time and then let's me drag and drop back each time back over to the game file.

I'll update later with pictures defining what I mean, if anyone doesn't understand.
