Title: Fire Emblem Thracia 776 title screen

I am trying to translate the title screen of Fire Emblem: Thracia 776. I know that it is compressed at $1D1EEE to $1D3EFF and the decompression routine starts at $3574. How would I decompress it, and then after editing it recompress it and insert it back into the game?

That is correct. Unless somebody has generously already written a compression program of their own will (that is, they won't just because someone asked for it), you would need to learn Assembly to trace the code to figure out how the data is compressed, and then write your own programs to decompress and re-compress the data.
